Kelsey Kelley

Kelsey is a native Tumaloan and third-generation Swalley patron with deep roots in central Oregon’s agricultural heritage and water stewardship. She graduated from Colorado State University, double majoring in finance and real estate and played on their polo team. A Realtor since 2002, she brings more than two decades of experience in land use, property rights, and rural development, along with expertise in business and finance. In addition to serving on Swalley's Board, Kelsey is a member of the Deschutes County Planning Commission, where she supports balanced decision-making on growth, infrastructure, and resource management. Her work emphasizes transparency, fiscal responsibility, and long-term sustainability for the Tumalo community. Outside of her professional and civic roles, she enjoys spending time with her family, riding horses, mountain biking, skiing, and throwing pottery.
