Board of Directors
The District is governed by a three-member Board of Directors. Board positions are elected to staggered three-year terms, and Directors may serve multiple terms if re-elected.
The Board establishes District policy, approves annual assessments, and works with management to set long-term strategic direction. Directors are responsible for overall fiscal oversight, including approving annual budgets and authorizing debt to support the District’s short- and long-term financial stability. The Board also serves as the District’s highest authority for adopting water policies and regulatory frameworks.
While the Board provides governance and oversight, it is not involved in day-to-day operations. The Board appoints a General Manager (Executive Officer), who is responsible for managing daily activities, hiring/firing staff, and ensuring that operations align with the District’s mission, policies, and Oregon water law.
Serving on the Board is a significant commitment requiring time, preparation, and dedication, with modest compensation ($50 per meeting). Individuals interested in serving are encouraged to meet with staff and management and attend several Board meetings to better understand the legal responsibilities, governance role, and operational scope of the District.
