Mr. Conklin has lived on his family's farmstead near Tumalo since 1986 and is a native Oregonian with homesteader rootsd.

Karl has a background in business, computer science, construction -- and is a natural, self taught engineer. He has irrigated his own fifty-acre farm here in the District for decades. Karl was Swalley's previous Operations Manager for over two decades, and he continues to diligently make countless improvements to District infrastructure, closely working with management and staff alike as our Senior Field Tech. As Karl eyes a well deserved retirement, he has stepped back from management responsibilities to serve as a field resource to support and bestow his vast institutional knowledge on younger staff. Karl is a one-of-a-kind gem and a true master of hands-on irrigation supply and demand management. Karl solves tricky hydraulic problems, usually with creativity and ease -- and his work ethos defines the meaning of "hard-work". The District has always been better for having Karl on staff.
