DESCHUTES BASIN BOARD OF CONTROL

The Deschutes Basin Board of Control is made up of the following 7 irrigation districts:

These 7 districts, who withdraw their water supply from the Deschutes River Basin, have formed an intergovernmental unit called a "board of control" under ORS 190.125. This organizational structure allows the districts to work together on a unit in implementing water conservation projects, providing educational resources, utilizing equipment and for other joint purposes.


Irrigation districts in the Deschutes Basin

Members of the Deschutes Basin Board of Control are also members of the Oregon Water Resources Congress (OWRC), a statewide organization of irrigation districts, and to the National Water Resources Association, a national network of irrigation and other water districts.

As members of the state and national organizations, the local districts can be knowledgeable of state and federal legislation and rulemakings and share peer education on technical issues.

DESCHUTES WATER ALLIANCE

The Deschutes Water Alliance (DWA) consists of four major partners in the Deschutes Basin:

  1. Deschutes Basin Board of Control (DBBC) The seven irrigation districts in the basin
  2. Central Oregon Cities' Organization (COCO) Bend, Redmond, Madras and Prineville, plus affiliated regional drinking water Suppliers
  3. Deschutes Resource Conservancy (DRC) A non-profit entity carrying out ecosystem restoration projects in the basin
  4. Confederated Tribes of the Warm Springs (CTWS) A tribal entity representing Warm Springs, Paiute and Wasco Tribes

The consortium applied for a grant under the "Water 2025" program administered by the U.S. Department of the Interior. The DWA proposes a pilot water bank to meet the long term needs of the basin for urban water supply, irrigation, industrial use and instream needs for fishery, recreation and water quality enhancement. Central Oregon Irrigation District Receives
Water 2025 Challenge Grant -

Interior Secretary Gale Norton presented the Central Oregon Irrigation District with $233,750 in Water 2025 Challenge Grant funding to address long term water needs in the Deschutes River basin. The award will provide initial funding for the creation of a water bank by the Deschutes Water Alliance, a new coalition of local entities formed for this purpose.
