DELIVERY

MAP OF CANALS
The district has 28 miles of canals and laterals providing water delivery to the 720 district water users. The main canal alone is 13 miles. Many of these canals were originally constructed in the early 1900s. As urbanization occurs, some of the subdivisions and structures developed have been piped, especially through the Mt. View Mall and the Bend River Mall, both within the Swalley boundaries. Several industrial parks, such as Brinson and Basalt, have also been piped to accommodate development and provide safety and the ability to operate the system.

Two ditchriders monitor and allocate the water delivery throughout the system. Our ditchriders can be contacted immediately by cell phone when there is a water delivery problem. (See "staff" contacts.)

The Owner, or agent, shall comply with all terms and conditions of applicable governmental rules and regulations pertaining to the work.

The design and construction of all proposed facilities shall be in conformance with the Swalley Irrigation District Standards and requirements.

WATER RIGHT SALES
The district will purchase water rights from district users who wish to sell them back to the district. The current price is $1,000 per acre. The district purchases the rights with intent to make them available in inventory to other users needing water rights. The price to purchase from the district is $1,200 per acre, covering the state fee for the approval process ($200). Contact the district office to buy or sell.

CENTRAL OREGON IRRIGATION DISTRICT DELIVERIES
Swalley and Central Oregon Irrigation District (COID) have an agreement to exchange certain deliveries on the edges of the two districts delivery systems where better delivery can be provided to the customer due to proximity to the other district's facilities. This is a long-standing agreement confirmed by the watermaster (Oregon Water Resources Department, Bend Regional Office).

Deliveries that are made by Swalley employees to COID customers must follow Swalley water rights’ scheduling and the rules and regulations of SID (Swalley). Assessments are paid to COID. Some of the COID deliveries are on a rotation basis, but Swalley does not rotate water use among its customers, but provides individual deliveries.

Deliveries to Swalley customers made by COID follow COID's delivery schedule but assessments are made to Swalley.

AVION DELIVERIES
Avion Water is a quasi-municipal water supplier in the Central Oregon area. In some subdivisions they provide dual piped systems which provide both drinking water and irrigation water. In some cases they deliver Swalley water rights to customers in the subdivisions. When that occurs, the billing is made by Avion and paid to Avion and the delivery is the responsibility of Avion Water. Avion Water pays the irrigation assessment and then passes that assessment and the cost of delivery on to their users. If there is not adequate water delivery or a problem occurs, then Avion contacts the Swalley office for the water allocation.

FIELD PROJECTS
The district upgraded several major sections of the district in 2003 and 2004. Some of those projects are featured in these photographs.

Additional projects are planned for 2005 and the following four years. When the budget is adopted before the end of December 2004, we will list the 2005 proposed projects and maintenance list.
