BOARD
OF DIRECTORS
Board terms are 3 years. Elections are held second Tuesday
in November.
For 2012 the Board appointed Helen Eastwood, President,
and Steve McCarrel, Vice -President.
Election Results for 2012-2014
Term
— October
4,2011 was the deadline to file a petition to run for
one of 2 open seats (currently occupied by Helen Eastwood
and Kevin Crew) for the 3 year term, 2012-2014. Two petitions
were turned in by the deadline for the two seats. Current
Vice-President of the Board, Helen Eastwood filed a valid
petition and so did Swalley Irrigation District patron
Steve McCarrel. Therefore each was a sole candidate for
a vacant seat as of January 2012, eliminating the need
to conduct an election, according to Oregon state law.
Current President of the Board, Kevin Crew, did not file
a petition. His last meeting will be December, 2011. The
Board of Directors will declare Helen Eastwood and Steve
McCarrel elected as directors for the term January 1,
2012 through December 31, 2014, at the next regularly
scheduled Board meeting, to be held October 17 at 1 p.m.
BOARD MEETINGS
— For the
first half of 2012 Board meetings will be held the 2nd
Tuesday of each month at 10:30 a.m., district’s office,
unless specified otherwise. Please call the office (541-388-0658)
in advance to verify meeting time and location.

President
HELEN EASTWOOD
Helen
Eastwood returned home to live on the property she
grew up on in Tumalo with Swalley Irrigation rights.
She graduated from Wellesley College in 1998 with
a degree in Biology and a minor in English and then
taught high school science for Teach for America
for two years. In 2005, she graduated from Northeastern
University School of Law. For the past three years
she practiced land use law with Bryant, Lovlien
& Jarvis. Helen enjoys riding horses, hiking,
reading and volunteering with Deschutes Land Trust,
SMART and Healthy Beginnings. She is interested
in helping the District as it: addresses increasing
pressures from urbanization, returns water to the
river, and gets its power plant online. |

Vice-President
STEVE McCARREL
Steve
is a graduate of the University of Utah with a BS
in Business Management and a law degree from Willamette
University. He has over 30 years experience as corporate
counsel in the electric utility and telecommunications
industry with emphasis in utility finance and telecommunications
transactions and corporate governance. He was assistant
secretary and legal counsel to finance and audit
committees of the board of directors of the largest
utility in Oregon. Steve and his wife have been
Swalley patrons since 2006.

Director
BOB DICKEY
Bob
Dickey has been a resident of Central Oregon since
1977. He managed the family business, Bend Kampground,
for over 20 years. The campground closed in 2005.
Bob took some well deserved time off to enjoy family,
friends and the Great Central Oregon Outdoors. Prior
to owning and managing the business, Bob was manager
of other restaurant operations. Bob and his wife
Laurie have district water rights at their residence
in Bend. Bob has been a supporter of the Boy Scouts
of America, working with them since 1992. He has
been a board member of SID since 2002. He was reelected
in 2010 for a 3 year term ending December 2013.
