MEET OUR STAFF

GENERAL MANAGER and SECRETARY TO THE BOARD, JAN LEE
Jan is the district's general manager and was manager at Tumalo Irrigation District in the 1980s. In between district manager positions, she was the executive director of the Oregon Water Resources Congress, which is the state association for irrigation districts in Salem. In that role she lobbied at the state and federal level and developed programs and training for the districts statewide, with a total of 26 years in the irrigation district business, after working in construction management.

Jan has two grown daughters. After a stint as an Oregon legislator two years ago, she decided she preferred irrigation to politics and got back in the business.

OFFICE MANAGER, KATHY FERGUSON
Kathy is the office Manager. Kathy has 15 years experience in office procedures. She will be responsible for accounts payable and receivables, transfer of water rights and will work with new water district customers She will be the first person customers will contact at Swalley. She has GIS experence with maps of your property and water rights, as well as other information about the District.

Kathy and husband Clay have two grown children, Diana and Kenneth, and 4 grandchildren, DiNae, Dylon, Kaylee and Garrett.

FIELD OPERATIONS, KARL CONKLIN
Field Operations Manager Karl has lived on the family's farmstead nearTumalo, here in our district, since 1986. As Field Operations Manager, he provides field review of subdivision proposals, helps develop capital projects for the district, manages planning and maintenance on district infrastructure, and also is responsible for delivery to part of the district water users.

Karl and his wife Kim have a grown son, Kyle. Karl is a native Oregonian and completed courses in business and computer science at OSU. He has a background that includes 12 years as a business owner and 7 years in construction and construction management. He has irrigated his own farm here in the district.

WATER DELIVERY SYSTEM, TYSON RICHARDSON
Tyson is the new ditchrider. He formerly worked in the Klamath Basin for Tulelake Irrigation District as a ditchrider and pesticide applicator. Tyson has an associates degree in Technical Studies.

Tyson and his wife, Amy, have a six year old daughter, Alexis, and their son Hunter, born this year.

HISTORIC BACKGROUND

The Swalley Irrigation District was organized as the Deschutes Reclamation and Irrigation Company (DRIC) in 1899.

The original homestead site still exists today. Much of the city of Bend was originally a part of the boundaries of the DRIC. The DRIC was settled under the federal "Carey Act" and the Right-of-Way Act of 1891 (see document references in the "easements" section.)

In 1994 the shareholders of the DRIC voted to incorporate as an irrigation district and took the name of Swalley Irrigation District.

The district is in the process of documenting the history back to 1899 and will post additional items as the history progresses.

 

SWALLEY HOMESTEAD
Eight families formed Deschutes Reclamation and Irrigation Company in 1899. They came here to homestead and formed the first irrigation project on the Deschutes River. Two of the families were G.W. and Charles Swalley. One of the Swalley's turned out to be the "boss" in building the flumes that carried the water. Later a county road was named Swalley Road, this was near his homestead. As the years went on the Company was known as Swalley Water. In 1994 we became a district and changed the name from Deschutes Reclamation and Irrigation Company to Swalley Irrigation District. We really do not have much history on the original families, except their names. There were two generations of Swalleys, then they sold out or married so the names changed. Note: Andy & Cheryl Tillman live on the original Swalley homestead developed by Ed Monroe in 1904, which is located at 20510 Swalley Road.
